Could The MCU Be Setting Up For A Civil War 2?

Could it be that the 4th Phase of the MCU may be setting up its characters for yet another Civil War?  If the premiere episode of The Falcon and the Winter Soldier’s regulated vs. unregulated heroes idea were to be believed, then there is a very distinct possibility.

Although Sam and Bucky live in a world that has been somewhat shaped by Captain America’s legacy, there is still the unresolved issue of the Sokovia Accords from Captain America: Civil War.  The Accords succeeded in spliting the Avengers into rival camps, only to see them regroup a few short years later.

Although both Sam and Bucky are no longer seen as fugitives, the beginning of the series may serve to lead to another rift between superheroes.  With Same and Bucky having teamed back up for the second episode of the series, the two superheroes are finding themselves fighting with the individual who has officially replaced Steve Rogers as Captain America.

At first sight, the new Captain America, John Walker, and his sidekick, Battlestar, seem to be helping both Sam and Bucky.  But it isn’t long before the two begin to reject that help. With this pushing away of both the new Captain America and Battlestar, The Falcon and the Winter Soldier will only serve to set up what could become a battle between two superhero camps—much like Civil War.

When Walker helps prevent Bucky from being arrested, he tries to get Sam and Bucky to agree to team up.  Once again, the two reject his offer, which results in Walker threatening the duo to stay out of his way.  This tension may very well set up the storyline for the making of a Civil War 2—regulated vs unregulated superheroes.
